Executive Leader's Announcements

Record of thanks

The Executive Leader announced  that as this would be his final meeting of the Executive before his retirement at the end of this municipal year, he had reflected on the last 22 years during which an impressive 2,500 decisions had been taken by the Executive. The Executive Leader placed on record his thanks to the Officers of the Council who had provided expert advice over the years, covering democratic support, legal support and the various fields of professional expertise across the portfolios. The Executive Leader paid tribute to the current and former Members of the Executive who had collectively taken those decisions, some of whom are sadly no longer with us.

 

Fareham Live

The Executive Leader was delighted to announce some good news regarding Fareham Live. He recalled that when the project was launched, it was identified that the majority of CIL (Community Infrastructure Levy) monies to be collected over the following decade would be required to fund Fareham Live. Due to expert financial control, this financial year will see all of that CIL money collected meaning that Fareham Borough Council has fully funded the remodelling and launch of Fareham Live with no charges being made to Fareham Council Tax payers and no monies being drawn from reserves. This is a tremendous effort and a wonderful achievement.

 

D-Day 80

The Executive Leader highlighted that the next major public event by the Council would be the D-Day 80 commemoration at Solent Airport, Daedalus over the weekend of the 8-9 June. Ticket sales are going very well and there will be an impressive array of aircraft on display as well as many community groups involved which will create a fantastic event.

 

Thanksgiving Service

The Executive Leader placed on record his thanks for organisation of the Service of Thanksgiving for the Borough, held yesterday at our parish church of St Peter and St Paul. It was a lovely event to commemorate the 50th year of the Borough and another example to show that Fareham Borough Council knows how to mark these occasions.

Planning and Development Scrutiny Panel – 14 March 2024

 

Minute 9 - Community Infrastructure Levy (CIL) Update

 

The Panel received a presentation from the Head of Planning updating Members of the Panel on the progress of the new proposed charging schedule for the Community Infrastructure Levy. (A copy of this presentation has been appended to these minutes)

 

RESOLVED that the Planning and Development Scrutiny Panel:-

 

(a)  notes the contents of the presentation; and

 

(b)  advises the Executive at their meeting on the 8 April 2024 that the Panel endorses the approach taken in progressing the CIL Review and the proposed CIL charging schedule.

 

This was considered at item 9(1) on the agenda.

A deputation was received in respect of this item from Mr Owen Jones of LRM Planning Ltd.

 

The comments of the Planning and Development Scrutiny Panel were taken into account in considering this item.

 

RESOLVED that the Executive:

 

(a)  notes the process and approach taken towards preparing the Charging Schedule including the further focused consultation on the proposed rate for HA55 Land South of Longfield Avenue;

 

(b)  recommends to Council that the Community Infrastructure Levy Draft Charging Schedule, as set out in Appendix A to the report, be approved; and

 

(c)  agrees that the proposed Community Infrastructure Levy Charging Schedule will be implemented with effect from 01 May 2024.

To consider whether it is in the public interest to exclude the public and representatives of the Press from the remainder of the meeting on the grounds that the matters to be dealt with involve the likely disclosure of exempt information, as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.
