Exclusion of the Public and Press To consider whether it is in the public interest to exclude the public and representatives of the press from the remainder of the meeting in accordance with Section 100(A) of the Local Government Act 1972, on the grounds that the matters to be dealt with involve the likely disclosure of exempt information as defined in Paragraphs 1, 2 and 3 of Part 1 of Schedule 12 of the Act. Application(s) for Hackney Carriage/Private Hire Vehicle Driving Licence(s) To consider a report by the Licensing Manager which contains exempt information on application(s) for a hackney carriage/private hire vehicle driving licence(s). Additional documents:
Minutes: The Panel considered a report by the Licensing Manager which contained exempt information in respect of a private hire vehicle driving licence application. A copy of the report was circulated to Members with the agenda.
The Applicant was accompanied to the meeting by a Representative to assist with any language difficulties.
The Licensing Manager reported regarding the case as information received required that the application be determined by the Panel.
At the invitation of the Chairman and in accordance with the Council’s standard procedure for the hearing of driving licence applications, the Applicant addressed the Panel regarding the application and answered questions thereon.
Following the submission of the Applicant’s representation, the Applicant, their Representative and the Licensing Manager withdrew from the meeting whilst the Panel considered its decision.
After the Panel’s deliberations, all parties were recalled to the meeting to hear the Chairman announce the Panel’s decision.
RESOLVED that after considering all the facts presented, the Panel continued to hold a concern about the character of the Applicant at this time and accordingly is not considered to be a fit and proper person.
In light of the confidential nature of the report, the Panel determined that the full reasons for the decision not be published. |
