To confirm as a correct record the minutes of the meeting of the Standing Conference held on 21 February 2013.

Minutes:

It was AGREED that the minutes of the meeting of the Standing Conference held on 21 February 2013 be confirmed as a correct record.

Chairman's Announcements

Minutes:

The Chairman made announcements concerning the recent workshop held to formulate a response to the consultation on the draft Welborne Plan, indicating that he felt that the Standing Conference had established itself as an independent voice.

Going forward, he considered there would be a need for work to be carried out at a more detailed level and to hear much more from landowners and developers who were actively preparing ideas.

 

The Chairman then invited the landowner representatives to update the Standing Conference on their current plans. David Griffiths (on behalf of the two principal landowners) reported that the landowners had spent a lot of time and resources to help shape policy and were as keen as everyone else to know the output from the consultation process and to know some views to help them to move forward towards a planning application. To this end an event had been arranged to take place at Dean Farm on 28 June 2013 to which Standing Conference members representing organisations would receive an invitation.

 

Richard Jolley reported that work was in progress on the responses received to the consultation on the draft Welborne Plan and that it was anticipated that in a matter of weeks the officers would be able to publish a summary on the Council's website. The summary would also be forwarded to Standing Conference members electronically.

 

It was AGREED that:-

 

(a)          the above information be noted;

 

(b)          it be noted that the preferred starting time for the landowners' event on 28 June was 4pm (finishing at 7pm); and

 

(c)          it be noted that this event would be the start of a process and that there would be other opportunities for Standing Conference members unable to attend on 28 June to attend a repeat event.   

 

Post meeting note – The consultation event proposed for 28 June was subsequently postponed until further notice.

 

 

4.

Sustainability and Smart Communities Chris Cooper, IBM UK Technical Leader for Smarter Cities

Chris Cooper (IBM UK Technical Leader for Smarter Cities) will discuss the benefits and implications of using information to achieve a set of new sustainable outcomes for the Welborne community. Using current real world examples, Chris will identify the data, the tools and techniques that are required to enable:

 

·           A sustainable environmental living space - Including smart energy, waste & water;

·           A new approach to transport & mobility;

·           Enabling economic growth and a live/work balance;

·           A novel approach to managing community resources and providing employment - 'a CuSCo' - aka the "Community Utility Service Company".

 

Concluding with a thought on how IBM & partners could enable the first set of builds, based on the potential Principles for a Sustainable Welborne Community.

Minutes:

The Standing Conference received a presentation from Chris Cooper, IBM UK Technical Leader for Smarter Cities, on the benefits and implications of using information to achieve a set of new sustainable outcomes for the Welborne community. The presentation identified the data, tools and techniques required to enable:

A sustainable environmental living space - including smart energy, waste & water;

A new approach to transport and & mobility;

Enabling economic growth and a live/work balance;

A novel approach to managing community resources and providing employment -'a CuSCo' - Community Utility Service Company.

It was AGREED that:-

(a)             the presentation be noted; and

(b)             the presentation slides be sent out to members of the Standing Conference to see if members felt that a workshop on the topic would be beneficial and, if so, in what form. 

 

5.

The Welborne Context Stuart Roberts, Partnership for Urban South Hampshire (PUSH)

How the plans for Welborne fit into the wider picture of plans for jobs and homes across South Hampshire.

Minutes:

The Standing Conference received a presentation from Stuart Roberts, the Interim Executive Director of the Partnership for Urban South Hampshire (PUSH) on how the plans for Welborne fit into the wider picture of plans for jobs and homes across South Hampshire.

 

It was AGREED that:-

 

(a)       the presentation be noted; and

 

(b)       David Walton be invited to talk separately with the Chairman about a response to his question about housing demand and how numbers were generated.

 

6.

Topics for Future Meetings

To agree issues to be discussed at future meetings.

Minutes:

The Standing Conference gave consideration to possible topics for consideration at future meetings and workshops. With reference to minute 4 above, it was anticipated that a workshop might be required.

      

It was AGREED that:-

 

(a)          the officers be requested to enquire when a further presentation on transport could be made;

 

(b)          it be noted that the topics for the next meeting would include a presentation on health and the health service and a presentation from Fareham Youth Council on its perception of the project; and

 

(c)          it be noted that members could e-mail suggestions to the Chairman following the meeting.

 

 

7.

Wednesday 9 October 2013

Thursday 20 February 2014

Minutes:

It was NOTED that meetings of the Standing Conference would be held at 6.00pm on Wednesday 9 October 2013 and Thursday 20 February 2014 at the Civic Offices, Fareham.
