Exclusion of the Public and Press

To consider whether it is in the public interest to exclude the public and representatives of the press from the remainder of the meeting in accordance with Section 100A(4) of the Local Government Act 1972, on the grounds that the matters to be dealt with involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Act.

Minutes:

RESOLVED that in accordance with Section 100A(4) of the Local Government Act 1972, the public and representatives of the Press be excluded from the remainder of the meeting as the Panel considered it was not in the public interest to consider the matter(s) in public on the grounds that it would involve the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Act.

DECISIONS UNDER DELEGATED POWERS

Street Trading Concessions - West Street, Fareham

To consider a report by the Director of Regulatory and Democratic Services, which contains exempt information, on the Policy and Conditions relating to the catering street trading concessions in West Street, Fareham and the applications received in relation to them.

The Panel considered a report by the Director of Regulatory and Democratic Services, which contains exempt information, on the Policy and Conditions relating to the catering street trading concessions in West Street, Fareham and the expressions of interest received in relation to them.

 

RESOLVED that:-

 

(a)       the Head of Environmental Health be requested to revise the “Street Trading Consents Policy – West Street Fareham” and the “STREET TRADING CONSENTS – GENERAL CONDITIONS” in relation to the reference to direct competition with other consent holders, arrangements for special events and to update the officer titles in the documents;

 

(b)       the Head of Environmental Health be requested to liaise with the Director of Planning and Environment (Director of Planning and Development with effect from 1 April 2014) and the Director of Community concerning the arrangements for special events;

 

(c)       subject to (a) and (b) above, the revised documents be circulated to Panel members for approval;

 

(d)       it be noted that, once finalised, the documents would be published on the Council’s web site;

 

(e)       the three vacant concessions be allocated to the baked potato business (consent location 1), the hot dog business (consent location 2) and the ice cream business (consent location 3);

 

(f)        consent location 3 be allocated to the ice cream business on a seasonal basis (March to November) and that the type of vehicle to be used be agreed with the Head of Environmental Health;

 

(g)       the availability of consent location 3 for the period November to March be advertised; and

 

(h)      the Head of Environmental Health be requested to negotiate with the occupants of all four consent locations concerning the possible use of the dedicated electricity outlets in the area instead of operating individual generators.
