24/05/2017 - Traffic Regulation Order - Proposed Waiting Restrictions - Hispano Avenue, Whiteley PO15 7DS ref: 1915    Recommendations Approved

To inform the Executive Member of the outcome of the statutory advertisement of a proposal to introduce waiting restrictions at junction areas along Hispano Avenue and to obtain authorisation to implement a Traffic Regulation Order.

 

This report considers the reasons for proposing waiting restrictions along Hispano Avenue.

22/05/2017 - Community Funding Application - The Residents of Giblet Ore ref: 1914    Recommendations Approved

This report presents an application for funding under the Council’s Community Fund.

 

An application for community funding has been received from two representatives of the residents of the ‘Giblet Ore’ stretch of the coastline in Hill Head, for the sum of £4,999, to contribute to the coastal erosion prevention project for this section of the beach.

 

Over the last thirty years, the accessibility of this 270m stretch of beach running from Giblet Ore in the west to Crofton Lane in the east has gradually declined due to coastal erosion.  The amount of beach available for recreational activities has reduced from 20m to 3m in some conditions which also increases the risk of flooding.

 

This area of beach is a popular location for recreational activities and is a meeting point for the local open water swimming community. In addition, local schools use the beach for nature study.

 

Below the mean high water tide, the beach is in the ownership of the Crown Estates.  The area above the mean high water tide has no registered ownership, but the community has had open access to this beach for many years.

 

Investigation by the Eastern Solent Coastal Partnership (ESCP) into the erosion along the entire Hill Head beach has identified that disrepair of the groynes in this location has made a significant contribution to the erosion. 

 

 

 

The ESCP, who have led the planning and tender for the project on behalf of Fareham Borough Council, have recommended that the replacement of the existing groynes by new, higher structures will collect a greater amount of shingle at high tide, thereby increasing the accessible area of beach.    

 

The total cost of the project has been identified as £25,191, although this cost may reduce depending on the condition of the existing groynes.  The community and local businesses have raised £19,749.17 plus VAT to date and are confident of being able to cover any minor shortfall through further individual contributions.

 

Ward Councillors Arthur Mandry and Kay Mandry are both fully supportive of the application.

Decision:

  1. That the application for £4,999 from Fareham Borough Council’s Community Fund, submitted by a representative of the residents of the Giblet Ore stretch of coastline at Hill Head, for a contribution to the coastal erosion prevention project for this section of beach, be approved.

 

  1. That the award is subject to a specific grant condition that residents will not restrict community access to this stretch of beach for leisure and recreational activities, and as such the beach will be treated as public open space.

 

  1. The £19,749 raised by the residents shall in the first instance be used to fund the works. If the works requires the additional amount from the Community Funding provided by the Council, then the required amount of funding will be awarded to meet the cost of the works, up to a maximum of £4,999. Any additional costs above the grant award will need to be met by the residents.

 

 


22/05/2017 - Community Funding Application - New Horizons Band ref: 1913    Recommendations Approved

This report presents an application for funding under the Council’s Community Fund Programme.

 

An application for community funding has been received from New Horizons Band from Sarisbury Green, for the sum of £677 to fund a new public address system, cables and stands.

 

New Horizons Band is a local community band which is based at Sarisbury Community Centre.  The band enables people who have an interest in music to meet like-minded individuals, gain greater experience and receive peer-lead tuition of various musical instruments, in addition to raising funds for local charities by playing concerts. 

 

The band meets twice a week, in addition to performing frequently for a charitable donation to Sarisbury Community Association or other local good causes.  They welcome anyone who shares these interests into the group. 

 

In recent times, the band has played concerts for such events as the Daedalus Airport Christmas Carol Event, a Downs Syndrome Charity Event, Heathfield Special School Christmas Fayre and St Johns Locks Heath Church Charity evening.

 

The band is requesting funding to replace their public address system, cables and stands as their current equipment is old and unreliable. 

 

There are currently 18 members of the New Horizons Band, many of who are retired and from the Sarisbury area.  The band is financially arranged as to only request ‘subs’ to cover the hire of the hall from its members, and as such does not hold any reserves.  The current balance of their account is £34.

 

The Band has approached the local Lions and the Round Table for financial support for the equipment, but as yet has been unsuccessful.

 

Both Ward Councillors, Councillor Woodward and Councillor Butts, are strongly supportive of this application.

Decision:

  I.        That the application for £677 from Fareham Borough Council’s Community Fund, submitted by New Horizons Band, for the purchase of a replacement public address system, cables and stands, be approved.

 

II.         That this award is granted under the condition that the equipment is available to be borrowed by other community bands in the Borough when not in use by New Horizons Band.


15/05/2017 - New Contract for Oil and Road Fuels ref: 1911    Recommendations Approved

This report considers the procurement process and the award of the contract for the provision of the supply of oil and fuels for Council vehicles.

 

The current framework agreement from which the Council purchases oil and fuel for the operational fleet has expired.  The Executive is therefore asked to consider and approve a recommendation to engage in a new framework agreement to ensure continuity of supply of these goods and achieve best value.

15/05/2017 - Tree Maintenance Services: Award of Tender ref: 1912    Recommendations Approved

This report seeks approval to secure the budget and award the tender for the Council’s Tree Maintenance Services.  It is anticipated the Contract term will be a four year period (including an optional 2 years) commencing May 2017.

 

 Following discussions with the Hampshire and Isle of Wight Procurement Partnership in 2016 it was agreed, due to limited resources within the Borough and District Councils, that it was not feasible to run a collaborative tender in respect of Tree Maintenance Services.

 

Therefore, it was proposed in-house that Fareham Borough Council runs its own tender and in January 2017, the Director of Finance and Resources gave approval to go out to tender for the Council’s Tree Maintenance Services.

 

During the tender, published via the South East Business Portal, the Council received nineteen (19) compliant tender responses from suppliers based throughout the UK. The evaluation panel consisted of the Principal Tree Officer and the Tree Officer. The scores and ranking for all nineteen (19) tenders received are represented in the confidential Appendix A attached to this report.

11/05/2017 - Amendments to Areas of Executive Portfolio Responsibility and Delegations of Decisions to Executive Leader ref: 1908    Recommendations Approved

To consider revisions to the areas of executive responsibility for 2017-18 and to the scheme of delegations of decisions to Executive Members.

 

The Council’s Standing Orders with respect to Meetings allows the Executive Leader to determine the areas of executive responsibility and to discharge Executive functions in accordance with S9E Local Government Act 2000 (SO 31 & 32).

 

The Executive Leader therefore gives notice that he intends to implement the following revisions from 11 May 2017:

 

a)    the responsibility for the function of Health to be moved from the Health and Housing portfolio to the Public Protection portfolio;

 

b)    the Public Protection portfolio to be renamed as the Health and Public Protection portfolio;

 

c)    the Health and Housing portfolio to be renamed as the Housing portfolio;

 

d)    The areas of responsibility for the functions of Council Tax, Asset Management, Tenancy Management and Cemeteries to be renamed as set out in Appendix A to this report.;

 

e)    the areas of responsibility for the functions within portfolios to be added/removed as follows:

 

                       i.       Town Centre Management to be removed from the Policy and Resources portfolio;

 

                      ii.        Youth Strategy/Youth Council to be removed from the Leisure and Community portfolio;

 

                     iii.        Traffic Management (e.g Traffic Regulation Orders) to be removed from the Health and Public Protection portfolio;

 

                    iv.        Daedalus Vision to be added to the Policy and Resources portfolio;

 

                      v.        Town Centre Events to be added to the Leisure and Community Portfolio; and

 

                    vi.        Housing Benefits and Housing Maintenance to be added to the Housing Portfolio.

 

f)     The Scheme of Delegations to Executive Members as attached as Appendix B to be amended to:

 

                      i.        reflect the amended names of the Housing Portfolio and the Health and Public Protection Portfolios;

 

                     ii.        remove Traffic Regulation Orders from the scheme of delegations.
