23/08/2017 - Community Funding Application - 1st Fareham Scout Group ref: 1941    Recommendations Approved

This report presents an application for funding under the Council’s Community Fund Programme.

 

An application for community funding has been received from the 1st Fareham Scout Group, for the sum of £4,911.61 to contribute to the replacement of the dilapidated asbestos roof of their scout hut, off Crescent Road, Fareham.

 

1st Fareham Scout Group is a popular branch of the Scouts Association, with 92 members at present.  In addition to the use for scouting activities, the hut is regularly used by a local dance group, and as a venue for parties.

 

The organisation plans to entirely replace the aging roof of the hut, which is no longer watertight.  The total cost of this work has been quoted at £19,572.84. Over the past year, the scout group has run a ‘Raise the Roof’ campaign and, to date, has secured £12,661.23.  The campaign currently features in the Tescos Bags of Help vote at the local supermarket, and the group will secure a minimum of £1,000 from this funding stream.  They also have organised a bag packing session at the store at the end of August, which previously has netted the group over £1,000.

 

At the close of 2016, the group had £3,902.47 in their account, £1,871 of which was from the Raise the Roof campaign.

 

Both Ward Councillors, Cllr Mrs Bryant and Cllr Mrs Clubley, are supportive of this application.

a)    That the application for £4,911.61 from Fareham Borough Council’s Community Fund submitted by 1st Fareham Scout Group to contribute to the replacement of the dilapidated roof of the Scout Hut be approved.

b)    That a condition of the award is that the Scout Group provides evidence that they have successfully raised the remaining £2,000.

 


21/08/2017 - Article 4 Direction - Wallington Conservation Area ref: 1939    Recommendations Approved

This report seeks confirmation of an article 4 direction served in accordance with the Town and Country Planning (General Permitted Development) Order 2015 (as amended).

 

This report seeks confirmation of the article 4 direction that has been served for Wallington Conservation Area in accordance with The Town and Country Planning (General Permitted Development) Order 2015 (as amended). The direction, which was served on 17th May 2017 using the non-immediate procedure, has now been subject to the statutory period of notification and 1 representation been received pointing out the omission of 23 North Wallington from the address list in schedule 1. The report recommends confirmation of the article 4 direction, with a correction to schedule 1, to come into force on the 18th September 2017.

This report seeks confirmation of the article 4 direction that has been served for Titchfield Conservation Area in accordance with The Town and Country Planning (General Permitted Development) Order 2015 (as amended). The direction, which was served on 17th May 2017 using the non-immediate procedure, has now been subject to the required statutory period of notification and no written representations have been received.  The report recommends confirmation of the Article 4 Direction to come into force on the 18th September 2017.

25/11/2015 - Community Fund Application - Fareham Community Church ref: 1943    Recommendations Approved

This report presents an application for funding under the Council’s Community Fund Programme.

 

An application for community funding has been received from Mr Mark Nash, Operations Manager of Fareham Community Church, for the sum of £4998.10 to purchase equipment as part of their Room 7 (youth room) Refurbishment project.

 

Fareham Community Church is a faith based organisation and a registered charity. The refurbishment project of the youth room has been put in place to enable the Church to increase their work with young people, whilst also extending their support and advice services to all members of the community, targeting those hard to reach residents. By focussing on open access provision, it is the Church’s intention that this project will make it easier for local people to engage within a safe and supportive community.

 

Fareham Community Church will be funding two youth workers to develop contacts in the community and make them aware of the provision available at the centre. Other works will include increasing open access provision and events, setting up of a weekly youth club, drop-in facilities to provide support/advice, and work with other agencies and providers to increase open access youth provision in Fareham.

 

The total cost of the project in its first year is over £32,500. Fareham Community Church has already supported the project with some finance and labour in building work to allow easier access and increased multi-functionality of the space. They have committed to providing a full-time qualified youth worker as well as a trainee youth worker for 10 hours per week. The funding for the youth workers will be supported on an ongoing basis by the Church and funding for this is available for the foreseeable future. In addition to these staffing costs, Fareham Community Church will also be financing various other works in the room, including new flooring, creation of a new storage area, additional furniture, games consoles, miscellaneous audio equipment and additional cosmetic works.

 

They are applying to the community fund for £4998.120 which will allow them to purchase equipment for the youth room including seating, portable staging, a computer, internet access terminals, monitors for games consoles and a DVD player and screen.

 

Councillor Bryant and Councillor Mrs Bryant are in support of this application.

03/11/2014 - Attendance at Town and Country Planning Association Annual Conference 2014: Building the Future ref: 1942    Recommendations Approved

This report seeks approval for the Executive Member for Planning and Development to attend Town and Country Planning Association Annual Conference 2014, to be held on 25 November 2014 in Central London.

 

As we approach the 2015 general election, housing and planning for housing are increasingly high on the political agenda.  The need to build more than 200,000 new homes a year to house our growing population is now widely acknowledged.  The political will is there- but what are the practical obstacles?  What do the public and private sectors need to do to ensure that enough new housing is built, in the right places?  How can we ensure that the urgent need to build millions of new homes does not lead us to forget the vital importance of ensuring that they are of good quality?

 

Now that the reforms to the planning system have had time to take effect, it is timely to ask whether the new system is delivering well-designed, sustainable places that will remain attractive for many generations.  With a new emphasis on the importance of the local plan, are local authorities now empowered to deliver high-quality new developments to meet the needs of their populations?  Or, is the emphasis on economic viability, the weakness of the duty to co-operate, and the lack of larger-than-local strategic planning undermining their ability to create high-quality places with decent housing?
