This report seeks Executive approval to amend the Council’s Community Infrastructure Levy (CIL) Regulation 123 List.
Under Regulation 123 of the Community Infrastructure Regulations 2010 (as amended) this Council has published a list of those projects or types of infrastructure that it intends to fund, or may fund, through the levy.
It is proposed to amend the Council’s published Regulation 123 List by removing education facilities from it. This would enable financial contributions towards education facilities to be secured through Section 106 planning obligations, when the Education Authority has clearly demonstrated the need for such contributions and subject to them satisfying Regulations 122 and 123 of the Community Infrastructure Regulations 2010 (as amended).

This report presents an application for funding under the Council’s Community Fund Programme.
An application for community funding has been received from the Portchester Civic Society, for the sum of £406.80 to purchase a replacement projector.
This charity holds monthly meetings as well as exhibitions at Portchester Parish Hall, to educate the public in the history and natural history of the area and secure the conservation of these assets. The average attendance of the Society’s meetings numbers 60 members and visitors, and the current projector is frequently used to assist with presentations, in addition to being available to borrow by the group’s members.
In addition to providing an interest group for the local community to attend, the profits that the Society has made from previous projects have been donated to AFC Portchester to support their floodlighting appeal.
At the close of September 2017, the Society had £3,798.28 in funds.
Cllr Price and Cllr Fazackarley have both indicated their support for this application. No response has been received from Cllr Cunningham.
