We believe the residents of Fareham should have been part of the evidence base through a robust dialogue between residents and Fareham Borough Council at the earliest stages of bringing forward the emerging draft Local Plan. It is not acceptable to bring forward planning proposals which do not offer alternative development proposals especially when credible options can be found in the catalogue of sites which have not be allocated for development.
The current Draft Local Plan fails to address a core government element within the National Planning Framework which local authorities are expected to follow when bringing forward their Local Plan. It is clear, government guidance expects local communities should be part of the evidence gathering of a local plan and not merely presented with a plan that’s already been shaped and moulded around core decisions.
The proposed new housing allocations for Portchester would put substantial pressures on the local road network, local schools and healthcare facilities with little in the way of any mitigating measures coming forward to deal with such pressures. The promise of infrastructure provision to support this unacceptable growth in housing is vague at best and downright insincere.
The proposals for over 700 new homes to be located within Portchester will undoubtedly lead to further erosion of quality of life for present Portchester Residents and therefore we undersigned call on Fareham Borough Council to reconsider the housing allocations for Portchester set out in the Draft Local Plan and request our Council move to a position where there is genuine dialogue between themselves and the local community of Portchester to determine future housing allocations.
