To award a contract for the Stage 1 of a Design and Build Scheme for the construction of Fareham Innovation Centre Phase 2.

Due to the success of Fareham Innovation Centre, a scheme is being progressed for Phase 2.  Tenders have been invited on a Design and Build basis using the Southern Construction Framework.

Under the Framework, the tender process is in two stages. The first stage, to which this report relates, covers selection of a contractor by mini competition to provide pre construction services on a fee basis, including open book sub contract tendering and culminating in the contractor's proposals.

The second stage, which will come later in May 2017 involves acceptance by the Council of the contractor's proposals and the award of the works contract.   

Four tenderers responded with detailed submissions and these have been evaluated using the criteria set out in the tender documents and as a result a recommendation is being made to accept one of these.
