Prayers

The meeting will commence with a short service of prayers.

The meeting opened with prayers led by June Haye.

2.

Apologies for Absence

To receive any apologies for absence.

Minutes:

Apologies for absence were received from Councillors K D Evans, S D Martin and Ms S Pankhurst.

3.

Honorary Aldermen

Members are advised that Section 249 of the Local Government Act 1972 provides that the office of Honorary Alderman may be conferred on a past member in recognition of their eminent services to the Council.  Such a proposal must be supported by not less than two thirds of the members voting on the proposal at the meeting.

 

Council is asked to consider the following motions:

Minutes:

Council was reminded that this was a special meeting of the Council convened in accordance with Section 249 of the Local Government Act 1972 to consider the investiture of office of Honorary Aldermen to David Swanbrow, John Bryant, Marian Ellerton, Tim Knight and David Norris.

4.

David Swanbrow

That former Councillor David Swanbrow be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 2002 to 2016.

 

Minutes:

The following motion was proposed by Councillor Woodward and seconded by Councillor Cartwright:

 

“That David Swanbrow be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 2002 to 2016.”

 

In reaching its decision, the Council took account of David Swanbrow’s service as a councillor for 14 years which included time as Mayor of Fareham between May 2004 and May 2005.

 

During this time, David Swanbrow was Chairman of the Planning and Transportation Overview Panel in 2002 and again between 2005 and 2006; Chairman of the Planning Development Control Committee from 2002 to 2004 and Chairman of Scrutiny Board between 2011 and 2016. 

 

David Swanbrow was also Executive Member for Planning and Transportation from 2006 to 2010 and Executive Member for Strategic Planning and Environment between 2010 and 2011, as well as being a member of many other committees, sub-committees and working groups.

 

The Council also recognised the contribution made by David Swanbrow as a Ward Councillor for Sarisbury between 2002 and 2016, and as a representative of the Borough on many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

At the invitation of the Mayor, Councillor P J Davies addressed the meeting. 

 

On being put to the meeting the motion was declared CARRIED, unanimously.

 

RESOLVED that David Swanbrow be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 2002 to 2016.

 

Upon the motion being carried, the Mayor presented Alderman Swanbrow with a formal document commemorating the grant of office, together with his badge of office.  Alderman Swanbrow was invited to sign the Roll of Honour, duly witnessed by the Mayor and Chief Executive Officer.

 

Alderman Swanbrow addressed the Council in reply.

5.

John Bryant

That former Councillor John Bryant be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1999 to 2016.

 

Minutes:

The following motion was proposed by Councillor Woodward and seconded by Councillor Cartwright:

 

“That John Bryant be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgment of his eminent services to the Council from 1999 to 2016”.

 

In reaching its decision, the Council took account of John Bryant’s service as a member of Fareham Borough Council for 17 years where between May 2006 and May 2007, he was Mayor of Fareham.

 

During his time as a Councillor, John Bryant was Chairman and Vice-Chairman of many committees, including Chairman of the Highways and Transportation Sub-committee from 2000 to 2002; the Planning and Transportation Review Panel from 2008 to 2010 and the Strategic Planning and Environment Policy Development and Review Panel from 2010 to 2014.  

 

John Bryant was also Vice-Chairman of the Planning and Transportation Committee from 2000 to 2005; the Appeals Committee from 2002 to 2004, the Leisure Overview Panel from 2002 to 2004 and the Public Protection Policy Development and Review Panel from 2014 to 2016, as well as being a member of many other committees, sub-committees and working groups.

 

The Council also recognised the contribution made by John Bryant as a Ward Councillor for Fareham North West between 1999 and 2002 and then Fareham North from 2002 to 2016, and as a representative of the Borough on many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

On being put to the meeting the motion was declared CARRIED, unanimously.

 

RESOLVED that John Bryant be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgment of his eminent services to the Council from 1999 to 2016.

 

At this point, Councillor J M Englefield joined the meeting.

 

Upon the motion being carried, the Mayor presented Alderman Bryant with a formal document commemorating the grant of office, together with his badge of office.  Alderman Bryant was invited to sign the Roll of Honour, duly witnessed by the Mayor and the Chief Executive Officer.

 

Alderman Bryant addressed the Council in reply.

6.

Marian Ellerton

That former Councillor Marian Ellerton be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of her eminent services to the Council from 1999 to 2016.

 

Minutes:

At this point, Councillor Ms S Pankhurst joined the meeting.

 

The following motion was proposed by Councillor Woodward and seconded by Councillor Cartwright:

 

“That Marian Ellerton be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of her eminent services to the Council from 1999 to 2016.”

 

In reaching its decision, the Council took account of Marian Ellerton’s service as a councillor for 17 years where, between May 2003 and May 2004, she was Mayor of Fareham.

 

Marian Ellerton was Chairman of many committees, including The Licensing and Regulatory Affairs Committee from 2002 to 2003; the Planning and Transportation Review Panel from 2004 to 2005; the Best Value Review Panel from 2005 to 2007; the Service Performance and Review Panel from 2007 to 2010; the Housing Policy Development and Review Panel from 2011 to 2015 and the Public Protection Policy Development and Review Panel from 2015 to 2016.

 

Marian Ellerton was also Vice-Chairman on the Licensing Sub-committee and the Crime and Community Panel from 2001 to 2002, as well as a member of other committees.

 

The Council also recognised the contribution made by Marian Ellerton as a Ward Councillor for Portchester West from 1999 to 2002 and Park Gate from 2002 to 2016 and as a representative of the Borough Council at many local organisations concerned with the benefits of Fareham and the welfare of its citizens.

 

At the invitation of the Mayor, Councillor Bayford addressed the meeting in support of the motion.

 

On being put to the meeting the motion was declared CARRIED unanimously.

 

RESOLVED that Marian Ellerton be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of her eminient services to the Council from 1999 to 2016.

 

Upon the motion being carried, the Mayor presented Alderman Ellerton with a formal document commemorating the grant of office, together with her badge of office.  Alderman Ellerton was invited to sign the Roll of Honour, duly witnessed by the Mayor and the Chief Executive Officer.

 

Alderman Ellerton addressed the Council in reply.

7.

Tim Knight

That former Councillor Tim Knight be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1999 to 2016.

 

Minutes:

The following motion was proposed by Councillor Woodward and seconded by Councillor Cartwright:

 

“That Tim Knight be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1999 to 2016.”

 

In reaching its decision, the Council took account of Tim Knight’s service as a Councillor for 17 years during which time he was Chairman of the Leisure Overview Panel from 2002 to 2005; the Audit Committee from 2010 to 2012 and the Audit and Governance Committee from 2012 to 2016.

 

Tim Knight was also Vice-Chairman of the Leisure and Community Review Panel from 2005 to 2006; the Service Performance and Improvement Review Panel from 2007 to 2011, and the Health and Housing Panel from 2011 to 2014.

 

Tim Knight was also a member of many other committees, sub-committees and working groups and the Council recognised the contribution made by Tim Knight as a Ward Councillor for Hill Head from 1999 to 2016, and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

At the invitation of the Mayor, Councillors A Mandry and J M Englefield addressed the meeting in support of the motion.

 

On being put to the meeting the motion was declared CARRIED, unanimously.

 

RESOLVED that Tim Knight be admitted to the Roll of Honorary Aldermen of the Borough of Fareham on recognition and acknowledgment of his eminent services to the Council from 1999 to 2016.

 

Upon the motion being carried, the Mayor presented Alderman Knight with a formal document commemorating the grant of office, together with his badge of office.   Alderman Knight was invited to sign the Roll of Honour, duly witnessed by the Mayor and the Chief Executive Officer.

 

Alderman Knight addressed the Council in reply.

8.

David Norris

That former Councillor David Norris be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1994 to 2016.

 

Minutes:

The following motion was proposed by Councillor Woodward and seconded by Councillor Cartwright:

 

“That David Norris be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1994 to 2016”.

 

In reaching its decision, the Council took account of David Norris’ service as a Councillor for 22 years, during which time he was Mayor of Fareham from May 2014 to May 2015.

 

David Norris’ first role was as a member of the Finance and Grants Board in 1994 to 1995 and he was a long standing member of many committees and sub-committees including Licensing and Regulatory Affairs; the Public Protection Review Panel; the Highways and Transportation Sub-committee and the Management Board and Environmental Services committees.

 

The Council also recognised the contribution made by David Norris as a Ward Councillor for Portchester Central from 1994 to 2002 and then Portchester East from 2002 to 2016 and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

At the invitation of the Mayor, Councillors M J Ford and P J Davies addressed the meeting in support of the motion. 

 

On being put to the meeting the motion was declared CARRIED, unanimously.

 

RESOLVED that David Norris be admitted to the Roll of Honorary Aldermen of the Borough of Fareham in recognition and acknowledgement of his eminent services to the Council from 1994 to 2016.

 

Upon the motion being carried, the Mayor presented Alderman Norris with a formal document commemorating the grant of office, together with his badge of office.  Alderman Norris was invited to sign the Roll of Honour, duly witnessed by the Mayor and the Chief Executive Officer.

 

Alderman Norris addressed the Council in reply.

 

At the invitation of the Mayor, Councillor R H Price addressed the meeting.

 

The Mayor gave her personal thanks and congratulations to all Aldermen and then concluded the meeting.
