To confirm as a correct record the minutes of the meeting of Executive held on 11 July 2016.

RESOLVED that the Minutes of the Executive held on the 11 July 2016 be confirmed and signed as a correct record.

The Executive Leader announced the need for the Council to prepare a new Housing Strategy in the light of recent significant changes to Government policy and legislation and also to funding streams for housing provision.  The Strategy will need to address and determine the Council’s changing role in relation to housing provision in the light of these changes, whilst ensuring that the Council continues to meet the relevant statutory duties.

The Executive Leader stated that in order to ensure that the preparation of the Strategy is guided by Members, he would establish an informal Member Working Group, chaired by the Executive Member for Health and Housing.  The new Housing Strategy will be reported to the Executive for decision during 2017.

The Executive Leader announced that the group will comprise Councillor Mrs K Mandry as Chairman together with Councillors B Bayford, K Evans and F Birkett.  Councillor Mrs M Brady, as Liberal Housing Spokesman, is also appointed.

Planning and Development PDR Panel: 19 July 2016

Minute 6 – Local Development Scheme

The Panel considered a report by the Director of Planning and Regulation on a review of the Local Development Scheme which sets out a work programme for timetabling the Fareham Borough Council Local Plan Review.

Members raised concerns with regards to the wording in table 1 on page 18 and appendix 2 on page 26 of the report which gives dates for the timetable as winter, summer and autumn and requested that more clarify be provided.

It was AGREED that the Panel,

(a)  subject to the amendments being made to add clarity to the dates in the tables on pages 18 and 26 of the report, support the timetables as set out in the Local Plan Review; and

(b)  approve the Director of Planning and Regulation to make any necessary minor changes to the Local Development Scheme, prior to the document being considered by the Executive in September 2016.

A report on this matter is considered at item 10(1).

RESOLVED that the Executive approves the granting of the easement across land at Lawn Drive on the terms as shown in the confidential Appendix A.

At the invitation of the Executive Leader, Councillor A Mandry addressed the Executive on this item.

Additional comments to the consultation response were tabled for the Executive to consider.

RESOLVED that the Executive approves the draft response to Hampshire Police and Crime Commissioner’s consultation on the Police and Crime Plan 2016-2021, subject to the inclusion of the additional comments as per the tabled amendment, and the addition of comments on the communication plan to highlight that there are outstanding issues with certain pages on the Hampshire Police and Crime Commissioner’s website not being available to access.

The comments of the Planning and Development PDR Panel were taken into account in determining this item (see minute 7).

RESOLVED that the Executive agrees:

(a)  to delegate authority to the Director of Planning and Regulation to make any necessary minor changes to the Local Development Scheme, providing that these do not change the overall direction, shape or emphasize of the document prior to the document being published on the Council’s website; and

(b)  to adopt the Fareham Borough Local Development Scheme 2016-2018 as set out in Appendix A to the report.

RESOLVED that the Executive notes the Council’s performance for the 2015/16 financial year.
