It was AGREED that the minutes of the Leisure and Community Policy Development and Review Panel held on 4 March 2015 be confirmed and signed as a correct record.

Declarations of Interest and Disclosures or Advice or Directions

To receive any declarations of interest from members in accordance with Standing Orders and the Council’s Code of Conduct and disclosures of advice or directions received from Group Leaders or Political Groups, in accordance with the Council’s Constitution.

5.

Overview of Leisure & Community Portfolio - Presentation

To receive a presentation by the Director of Community on an overview of the Leisure & Community Portfolio.

Minutes:

The Panel received a presentation by the Head of Leisure and Community on an overview of the Leisure and Community portfolio.

 

The presentation gave an update on the projects completed in 2014/15 and the projects that are planned for 2015/16. The priority projects for 2015/16 are as follows:

 

·         Construction of the new Holly Hill Leisure Centre

·         Review of youth facilities in the Borough

·         Review of outdoor play facilities for young people

·         Feasibility study to deliver the vision for community sports facilities at Cams Alders Recreation Ground

·         Review and re-branding for SNAP

·         Award of contact for the provision of community services for the voluntary and community groups in the Borough

·         Feasibility study for the vision to transform cultural facilities in Fareham

·         Access All Areas summer activities for young people

·         Play area refurbishments at Park Lane, king George V and Birchen Road

·         Mini makeovers for 20 play areas

·         Implementation of phase 2 of the Park Lane Vision

·         Coordination of the Town Centre events programme and Christmas Lights switch on

·         Conclusion of the Fareham Park Project

·         Laying out of parkland and woodland on the new land at Coldeast

 

The Chairman expressed her thanks to all of the Leisure and Community team for their continued hard work and dedication.

 

At the invitation of the Chairman, Councillor’s Miss Bell, Executive Member for Leisure and Community and Mrs Trott addressed the Panel on this item.

 

The Head of Leisure and Community was thanked for his presentation.

6.

Chairman's Announcements

Minutes:

The Chairman announced to the Panel that she would like to make some changes to the way that the meetings are currently run. She then outlined the following proposed changes:

 

·         A more informal style of meetings, with meetings becoming more of a workshop style meeting;

 

·         All Members to be invited to attend the Panel meetings and given an opportunity to put forward suggestions for leisure and community projects where there is a community need; and

 

·         Meetings to be held at alternative venues, where appropriate, to encourage more public interest.

 

At the invitation of the Chairman, Councillor’s Miss Bell, Executive Member for Leisure and Community and Mrs Trott addressed the Panel on this item.

 

 

It was AGREED that the next meeting would consider other potential leisure and community projects and policies to include in the Leisure and Community Panel work programme.

Review of Work Programme 2015/16 pdf icon PDF 154 KB

To consider a report by the Director of Community which reviews the Panel’s proposed Work Programme for 2015/16.

Minutes:

The Panel considered a report by the Director of Community on a review of the work programme 2015/16.

 

It was AGREED that in light of the proposed changes discussed in item 6 above, that the items on the July work programme; Park Lane Vision – presentation and Western Wards Leisure Centre Progress Update – presentation; be removed and rescheduled for a later meeting.
