To confirm as a correct record the minutes of the meeting of the Licensing and Regulatory Affairs Committee held on 18 June 2019 and any meetings of the Licensing Panel that have taken place since the last meeting of the Committee.

RESOLVED that the minutes of the Licensing and Regulatory Affairs Committee held on 18 June 2019 be confirmed and signed as a correct record.

RESOLVED that the minutes of the Licensing Panel held on 10 September 2019 be confirmed and signed as a correct record.

Final Polling District and Polling Places Review Report pdf icon PDF 120 KB

To consider a report by the Head of Democratic Services which outlines the final review of the Polling Districts and Polling Places.

Councillor T Davies arrived during this item.

 

Members identified the following amendments to be made to Appendix D – Final Scheme for Polling Districts and Polling Places 2019:

 

i)       Page 36 – Polling District HH2 – removal of “and excl. Crofton Court”.

 

ii)      Page 37 – Polling District PE1 – the single property in the Hillway that falls into this district to be correctly identified as 2a The Hillway.

 

iii)    Page 37 – Polling District LH4 – the name and address of the Polling Place to be included. 

 

Members were advised that in response to concerns raised at the last meeting regarding the use of the Portchester Community Centre by other community groups on Polling day, written assurances have now been received from the Centre Management that youth groups will not be present for future polling events.

 

RESOLVED that the Licensing and Regulatory Affairs Committee:

 

(a)  notes the final consultation responses;

 

(b)  considered the proposals set out in the report; and

 

(c)  subject to amendments i to iii as outlined above, recommends the final scheme for Polling Places and Polling Districts 2019 to Council for adoption for the next four years, as shown in Appendix D to the report.

7.

Update on Air Quality and the Taxi Incentive Scheme pdf icon PDF 210 KB

To consider a report by the Head of Environmental Health which provides Members with an update on the Air Quality Taxi Incentive Scheme.

Minutes:

In response to an enquiry made by Members in respect of the planned locations of the Real Time Information bus stops, it was agreed that the map of the planned locations would be circulated with the minutes.

 

In response to an enquiry made by Members regarding the comparable percentages between licenced vehicles with high and low emissions, it was agreed that this information would be obtained and circulated with the minutes.

 

RESOLVED that the Licensing and Regulatory Affairs Committee notes the content of this report.

Licensing and Regulatory Affairs Committee Work Programme pdf icon PDF 170 KB

To consider a report by the Head of Environmental Health on the Committee’s Work Programme for 2019/20.

Minutes:

The Head of Environmental Health advised Members that the consultation process has been carried out with the Taxi trade in respect of the annual review of tariffs and that the response to the consultation was extremely limited.  As there was no significant interest from the trade to review tariffs, the Committee agreed that the agenda item entitled ‘Setting of Taxi Tariff’ be removed from the agenda of the meeting scheduled to take place on 28 January 2020.

 

RESOLVED that the Licensing and Regulatory Affairs Committee:-

 

(a)  notes the progress on actions arising from the meeting of the Committee held on 18 June 2019, as shown in Appendix A to the report;

 

(b)  agrees that the agenda item entitled ‘Setting of Taxi Tariff’ be removed from the agenda of the meeting scheduled to take place on 28 January 2020; and

 

(c)  subject to (b) above, agrees the Work Programme for 2019/20, as attached as Appendix B to the report.
