Exclusion of the Public and Press To consider whether it is in the public interest to exclude the public and representatives of the press from the remainder of the meeting in accordance with Section 100(A) of the Local Government Act 1972, on the grounds that the matters to be dealt with involve the likely disclosure of exempt information as defined in Paragraphs 1, 2 and 3 of Part 1 of Schedule 12 of the Act. Hackney Carriage and Private Hire Vehicle Driving Licences To consider a report by the Licensing Manager which contains exempt information on applications for hackney carriage/private hire vehicle driving licences. Additional documents:
Minutes: Case 1
The Panel considered a report by the Licensing Manager which contained exempt information in respect of a review of a private hire vehicle driving licence. A copy of the report was circulated to Members with the agenda. Supporting evidence in the form of references and a copy of the DBS check was tabled at the meeting.
The Licensing Officer reported regarding the case as information received required that the application for a private hire vehicle driving licence needed to be determined by the Panel.
Councillor Miss S Bell addressed the Panel to inform the Chairman and the legal representative, that she had worked for the same employer as the applicant in the past but had never spoken to the applicant.
At the invitation of the Chairman and in accordance with the Council’s standard procedure for the hearing of driving licence applications, the applicant addressed the Panel regarding the application and answered questions thereon.
Following the submission of the applicant’s representation, the applicant and the Licensing Manager withdrew from the meeting whilst the Panel considered its decision.
After the Panel’s deliberations, all parties were recalled to hear the Chairman announce the Panel’s decision:-
RESOLVED that the application for a private hire vehicle driving licence be granted.
Case 2
As the neither the applicant, nor a representative were present at the meeting, the Panel decided that it was unable to make a decision on the application at this time.
RESOLVED that the Panel defer the consideration of this application to a future meeting so that the applicant can attend and answer any questions that the Panel may have. |
