The Panel was advised that, as Councillor M Ford has been appointed to the Executive as Executive Member for Streetscene, he can no longer sit on the Leisure and Community Scrutiny Panel. |

To confirm as a correct record the Minutes of the Leisure and Community Scrutiny Panel meeting held on the 06 October 2020. Minutes: Members asked for a spelling error be corrected at item 4 and 8 of the Minutes as Lockwood should read, Lockswood.
RESOLVED that, with the correction of the spelling of the word Lockswood at item 4 and 8, the Minutes of the Leisure and Community Scrutiny Panel meeting held on the 06 October 2020 be confirmed and signed as a correct record. |

Chairman's Announcements Minutes: The Chairman made the following announcement: -
I would like to pass condolences on behalf of the Panel to the family of Councillor Keith Evans who passed away recently. Our thoughts and prayers are with them. He was an absolute pleasure to work with and a very hard-working gentleman who will be sorely missed. |

Declarations of Interest and Disclosures of Advice or Directions To receive and declarations of interest from Members in accordance with the Standing Orders and the Council’s Code of Conduct and disclosures of advice or directions received from Group Leaders or Political Groups, in accordance with the Council’s Constitution. Minutes: Councillor J Englefield declared a non-pecuniary interest at item 7(7) as he is a member of the Titchfield Common Allotment Association. |

Scoping Report - Y-Services To consider and agree a scoping report to be included within an invitation to Y-Services to attend a future meeting of the Panel. Minutes: The Panel received a draft scoping report which was tabled at the meeting. The Panel considered the contents of the report, which will form part of an invitation to ask Y-Services to attend a future meeting of the Panel to answer the questions set out in the report.
RESOLVED that the Leisure and Community Panel considered the draft scoping report to invite Y-Services to a future meeting of the Panel. |

Community Fund Application - One Community PDF 90 KB Minutes: Members asked if an update was available on the Fareham Community Lottery now that One Community had secured funding to establish project.
At the invitation of the Chairman, the Executive Member for Leisure and Community, Councillor S Bell addressed the Panel to confirm that an initial meeting had taken place in which over forty local organisation were able to submit expressions of interest before registering as an organisation to receive funding from the lottery. The first tickets are due to go on sale in February 2021, with the first lottery draw scheduled for the 13 March 2021.

Councillor S Bell explained that she will be kept fully updated on the project and will in turn update Members on the progress throughout the Fareham Community Lotteries rollout.

Leisure and Community Scrutiny Panel Priorities To provide an opportunity for Members to consider the Scrutiny Panel priorities for Leisure and Community.
Minutes: The Chairman invited Members of the Panel to consider the Scrutiny Priorities for the Leisure and Community Panel.
Members discussed several different options for possible items to be brought to future meetings and agreed on the following topics; The Citizens Advice Bureau and Solent Relate.
The Director of Leisure and Community addressed the Panel and suggested that officers, in consultation with the Chairman, draft scoping reports for the Panel to discuss at the next meeting which is currently scheduled for the 10 March 2021.
RESOLVED that the Leisure and Community Scrutiny Panel: -
(a) considered the Scrutiny Priorities; and
(b) asked officers, in consultation with the Chairman, to draft scoping reports for both the Citizens Advice Bureau and Solent Relate to invite them to a future meeting of the Panel. |
