To receive a presentation from Y-Services to address the Leisure and Community Scrutiny Panel on the matters outlined in the scoping report agreed at the last meeting. Minutes: The Panel received a presentation delivered by Andy and Maria Kennedy from Y-Services. The presentation provided answers to the questions that were included in the scoping report that the Panel had agreed at its meeting on the 06 January 2021.
Councillor S Bayford declared a non-pecuniary interest at this item as she is on the Genesis Advisory Committee.
At the invitation of the Chairman, Councillor Miss S Bell Executive Member for Leisure and Community, took part in discussions on this item.
Following the presentation the Panel asked questions regarding several different aspect of the youth service, including; concerns over increased mental health issues amongst young people in the Borough, how the increased use of virtual contact with young people can be used to bring more young people together across the Borough, now and in the future and if the funding provision was sufficient to maintain the core services. Andy and Maria Kennedy provided a very optimistic outlook and Members were encouraged by the work that was taking place.
Members of the Panel thanked Y-Services for their continued hard work to support young people in the Fareham Borough and their interesting presentation.
A copy of the presentation is appended to these Minutes.
RESOLVED that the Leisure and Community Scrutiny Panel note the contents of the presentation.

Scoping Report - Citizens Advice Bureau To consider and agree a scoping report to be included within an invitation to the Fareham Citizens Advice Bureau to attend a future meeting of the Panel. Minutes: The Panel received a draft scoping report which was tabled at the meeting. The Panel considered the contents of the report, which will form part of an invitation to ask the Fareham Citizens Advice Bureau to attend a future meeting of the Panel to answer the questions set out in the report.
At the invitation of the Chairman, Councillor Miss S Bell Executive Member for Leisure and Community, took part in discussions on this item.
Members asked that office add a question within the scoping report to enquire about the Fareham Citizens Advice Bureau’s additional funding streams.
RESOLVED that the Leisure and Community Panel: -
(a) considered the draft scoping report to invite Fareham Citizens Advice Bureau to a future meeting of the Panel; and
(b) request that office add an additional question within the scoping report to enquire about the Fareham Citizens Advice Bureau’s additional funding streams.

Leisure and Community Scrutiny Panel Priorities To provide an opportunity for Members to consider the Scrutiny Panel priorities for Leisure and Community.
Minutes: The Chairman invited Members of the Panel to consider the Scrutiny Priorities for the Leisure and Community Panel.
The Director of Leisure and Community addressed the Panel to suggest that officers meet with the Chairman at the beginning of the new municipal year to discuss the Leisure and Community Priorities Plan. The Scrutiny Priorities can then be considered by the Panel at the first meeting of the new municipal year with a view to agreeing topics to bring forward as items throughout 2021/22.
RESOLVED that the Leisure and Community Scrutiny Panel considered the Scrutiny Priorities. |
