RESOLVED that the Minutes of the Leisure and Community Scrutiny Panel meeting held on the 01 June 2021 be signed and agreed as a correct record.

Declarations of Interest and Disclosures of Advice or Directions

To receive and declarations of interest from Members in accordance with the Standing Orders and the Council’s Code of Conduct and disclosures of advice or directions received from Group Leaders or Political Groups, in accordance with the Council’s Constitution.

6.

Restarting of the Remodelling of Fareham Live Project pdf icon PDF 114 KB

To receive a report from the Director of Leisure and Community providing an opportunity for the Panel to pre-scrutinise the Executive report on restarting the remodelling of the Fareham Live Project.

The Panel received a report from the Director of Leisure and Community which provided an opportunity for Members to pre-scrutinise the Executive report on restarting the remodelling of the Fareham Live Project.

 

As a significant part of the Executive report contains exempt information the Chairman suggested that the Panel move the meeting into private session.

 

RESOLVED that the meeting move into private session to exclude members of the public and press as defined in Paragraph 3, Part 1 of schedule A of the Local Government Act 1972 in order to discuss the exempt information contained within Appendix A of the Executive report.

 

Members of the Panel discussed the report and on balance, although there are concerns over the change to the risks surrounding the project, support the recommendations set out in the Executive report. The Deputy Chief Executive officer summarised the comments received by Members of the Panel and it was agreed through the Chairman these comments would be passed to the Executive for consideration.

Members of the Leisure and Community Scrutiny Panel agreed that: -

i)               the Fareham Live project is a key part of the regeneration of Fareham Town Centre and without support would have a detrimental effect on the Council’s Town Centre Vision;

ii)              the Panel recognise the importance of the venue for many community organisations, and the need for such a facility to serve the existing and growing population in the Borough;

iii)            the risk profile for the project has changed but on balance are minded to support the project at this time; and

iv)            Officers and Members of the Ferneham Hall Working Group be thanked for their work to move the project forward, particularly during these challenging times.

 

The remainder of the meeting continued in public session.

 

RESOLVED that the Leisure and Community Scrutiny Panel:-

 

a)    note the contents of the Executive report at Appendix 1; and

 

b)    pass the following comments to the Executive for consideration at their meeting on the 30 September 2021. Members of the Leisure and Community Scrutiny Panel agreed that: -

i)      the Fareham Live project is a key part of the regeneration of Fareham Town Centre and without support would have a detrimental effect on the Council’s Town Centre Vision;

ii)     the Panel recognise the importance of the venue for many community organisations, and the need for such a facility to serve the existing and growing population in the Borough;

7.

Scoping Report - Y-Services pdf icon PDF 325 KB

To consider and agree a scoping report to be included in a request to Y-Services to provide the Panel with a written update report. This report will then  be provided at a future meeting of the Leisure and Community Scrutiny Panel for information.

Minutes:

The Panel considered a draft Y-Services scoping report which was tabled at the meeting. The purpose of the report is to outline the objectives that Members of the Panel had suggested could form a written update from Y-Services at a future meeting of the Panel.

 

Members agreed on the content of the report and asked that an additional bullet point be added in order for Y-Services to provide and update on their services during the Covid pandemic.

9.

Leisure and Community Scrutiny Panel Priorities

To provide an opportunity for Members to consider the Scrutiny Panel priorities for Leisure and Community.

 

Minutes:

The Chairman asked Members of the Panel to consider the Scrutiny Priorities for the Leisure and Community Scrutiny Panel.

 

Members enquired as to whether an item could be brought to the Panel on the budget and funding for Leisure and Community. The Director of Leisure and Community advised that this information would be brought to the Panel as part of the annual portfolio review, that is usually brought to the Panel at the first meeting of the municipal year.
