Waste Composition Analysis for Fareham and Project Integra Work Review PDF 15 KB To receive a presentation by the Head of Project Integra on the Waste Composition analysis for Fareham and Project Integra Work Review. Additional documents: Minutes: The Panel received a presentation by the Head of Project Integra which provided an update on Project Integra and the work it is undertaking.
The presentation gave an overview of the Project Integra Partnership across Hampshire, outlined the targets which underpin the EU Circular Economy Package and gave Members an update on the Government’s proposed Resources and Waste Strategy.
The presentation also informed the Panel of the results of the recent project that was carried out to analyse the composition of waste material across the Project Integra area and provided Members with a summary of the Project Integra 2018-19 review of performance.
A copy of the presentation is attached as Appendix A to this report.
RESOLVED that thanks be extended to the Head of Project Integra for a very interesting and informative presentation.

Woodland areas, sports pitches and children's play areas at Coldeast PDF 118 KB To receive a presentation by the Head of Streetscene on the work undertaken at Coldeast to transform woodland areas to create open spaces and to provide sports pitches and children’s play areas. Minutes: This item was deferred until the next meeting.
It was agreed that a site visit should be arranged for Members to see first-hand the work that has taken place at Coldeast to transform woodland areas to create new public open spaces and to provide new sports pitches and children’s play areas.

Motion Proposing Extended Parking at Wicor Recreation Ground PDF 94 KB To consider a report by the Head of Streetscene which will provide the Panel with information to enable Members to consider the motion proposed at the meeting of the Council, held on 13 June 2019, that car parking facilities at Wicor Recreation ground be extended. Minutes: With the agreement of Members, this item was brought forward on the agenda and heard directly after Item 7.
The Panel considered a report by the Head of Streetscene which provided the Panel with information to enable Members to consider the motion proposed by Councillor Price at the meeting of the Council held on 13 June 2019 that some of the developer contribution to the Community Infrastructure Levy made in respect of the Cranleigh Road development be used to extend car parking facilities at Wicor Recreation ground.
At the invitation of the Chairman, Councillors Mrs C L A Hockley, S Cunningham, Miss S M Bell and S D Martin, Executive Member for Streetscene addressed the Panel on this item.
Councillor Mrs L E Clubley and Councillor R H Price, JP left the meeting during this item.
RESOLVED that the Streetscene Scrutiny Panel:
(a) does not support the Motion presented by Councillor Price that some of the developer contribution to the Community Infrastructure Levy made in respect of the Cranleigh Road development be used to extend car parking facilities at Wicor Recreation ground;
(b) agrees that there is a parking issue at Wicor recreation ground;
(c) suggests that AFC Portchester works alongside the Council to find alternative, external sources of funding to extend car parking facilities at Wicor Recreation ground.
