RESOLVED that the Minutes of the Leisure and Community Scrutiny Panel meeting held on the 16 December 2019 be confirmed and signed as a correct record.

Community Fund Application - Warsash Neighbourhood Forum pdf icon PDF 77 KB

Minutes:

At the invitation to the Chairman, the Director of Leisure and Community addressed the Panel to advice Members that a complaint had been received regarding the wording within the Executive decision report and decision sheet. The resident had asked for the reference to Chilling and Hook as ‘Villages’ to be changed as this is incorrect. It has been confirmed that Chilling is a made up of only a few dwelling and Hook a Hamlet.

 

The Panel were asked to agree that this is an error within the documents, to allow the Minutes to reflect this as a published record.

 

The Executive Member for Leisure and Community addressed the Panel confirming that this amendment had no bearing on the Community Fund Application decision.

 

RESOLVED that the Panel agree that this reference within both the report and the decision sheet is incorrect and should read: -

 

The purpose of the Forum is to enable the production of a Neighbourhood Plan for the Warsash Neighbourhood Area, covering the village of Warsash, dwellings of Chilling and Hamlet of Hook. This allows residents from each of these areas to have a say in the production of the Plan.

To consider a report and supporting presentation by the Director of Leisure and Community on the proposed Fareham Leisure Centre Planning Application Design.

The Panel received a report along with a supporting presentation delivered by the Head of Leisure and Community on the proposed Fareham Leisure Centre Planning Application which is due to be taken to the Executive for consideration on the 02 March 2020. The Panel were all delighted with the overall design proposals and agreed that these alterations will be great improvement, particularly to the Fareham Leisure Centre.

 

The Panel were pleased with the retention of the hedge line between Park Lane and the extension to the car park as this is a mature hedge row with some large trees.

 

Members queried the choice of cladding, asking why brick or other types of cladding had not be considered. Officers explained that by using a mixture of cladding and brick, this helps to create a design that responds to the existing leisure centre, which reflects the natural setting of the park.

 

The key points from the Panels discussions were that - they wanted to improvements to be as Carbon Neutral as possible and for Solar Panels to be considered as part of the improvement works.

 

The Chairman thanked Officers for their hard work in progressing this planning application to this stage.

 

A copy of the presentation is appended to these Minutes.

 

RESOLVED that the Panel: -

 

(a)  considered the contents of the report and presentation; and

 

(b)  ask the Executive to consider that Carbon Neutrality and the early installation of Solar Panels be a priority within the planning application at their meeting on the 02 March 2020.

8.

Leisure and Community Scrutiny Panel Priorities

To provide an opportunity for Members to consider the Scrutiny Panel priorities for Leisure and Community.

 

Minutes:

The Chairman invited the Panel to consider the Scrutiny Priorities for the Leisure and Community Scrutiny Panel.

 

Members asked if Y-Services could be invited to answer questions on the funding that they receive from the Council and how this money is used to support young people across the Borough. Officers agreed that they would draft a scoping report to be brought to a future meeting of the Panel for consideration.

 

Members enquired about the timescales for the review of Community Buildings and if this could be brought to the Panel once complete. Officers advised that this is a joint piece of work with the Property Services department with many complex elements. The hope is that it will be completed in Autumn 2020 so an item could be brought to the Panel later this year to update Members on the results of the review.

 

RESOLVED that the Leisure and Community Scrutiny Panel considered the Scrutiny Priorities and asked that: -

 

(a)  a scoping report be drafted by Officers and brought to a future meeting of the Panel for consideration; and

 

(b)  on completion of the Community Building Review later this year and item be brought to the Panel to update them on the results.
