We, the community of Whiteley and surrounding residents and
neighbours, strongly urge the committee and planning officer to
refuse the application based on the Fareham Local Plan 2037, Policy
D2, Page 262. The proposed change of use contravenes the policy in
the following critical ways:
1. Environmental Conditions (Policy D2(A)):
The proposal fails to ensure good environmental conditions for both
current residents and future users. The development would introduce
noise, odours, and refuse management challenges inconsistent with a
quiet residential area. Privacy for neighbouring occupants would be
severely compromised by the high-intensity use and the increased
number of visitors, staff, and residents.
2. Unacceptable Environmental Impact (Policy D2(B)):
The application will have an unacceptable adverse impact, both
individually and cumulatively, on the environmental conditions of
adjacent properties. Increased noise, heightened waste generation,
and the business-like operations of the proposed care facility are
incompatible with the character of the area and detrimental to its
harmony.
3. Future Occupants and User Welfare (Policy D2(C)):
The close proximity of neighbouring homes and overlooked outdoor
spaces would compromise the privacy and well-being of future
residents of the care home. Moreover, the environmental risks
identified—including proximity to unlit alleyways and
woodland—further undermine the suitability of this location
for vulnerable children.
The proximity of the proposed property to many family homes on an already hazardous road with limited parking availability, notably due to being used as an overflow for the GP Surgery and Pharmacy parking, exacerbates the impact on our parking, road accessibility and safety, privacy, quality of life, and the character of the area.
